Alan Robert Block is the senior partner at Block & Block, Inc., whose practice involves real estate, land use and administrative law. He received his undergraduate degree from the University of Southern California and law degree from the University of San Diego.

Mr. Block was a former lead attorney to the California Coastal Commission while a member of the Office of the Attorney General for the State of California and advised the former South Coast Regional Commission during its hearings. Prior to going into private practice in 1979, Mr. Block had represented the California Coastal Commission in approximately twenty percent (20%) of all its reported published court of appeal cases at that time. Over the past 41 years in private practice, Mr. Block has developed a full-service real estate, land use, and administrative law practice in both litigation and nonlitigation matters throughout the State of California. He has successfully represented hundreds of clients before state and local agencies, as well in the California state courts on real estate, land use, and other administrative law matters. He is recognized as one of the states top experts on land use matters involving the California Coastal Commission and has worked on a broad range of projects including large scale residential and mixed-use projects, office buildings, resort and recreation projects, as well as numerous ocean front dream homes and compounds for entertainers and celebrities.

The California Coastal Act and California Environmental Quality Act are an integral part of Mr. Block’s practice and he regularly assists clients in all aspects of environmental review of projects in the entitlement process and has successfully litigated numerous cases involving the Coastal Act and CEQA.

Mr. Block has been a Judge Pro Tem in the Los Angeles Superior Court since 1980, and has served on numerous state and local commissions including, but not limited to, the State of California Senate Select Committee on Small Business Enterprises, the Los Angeles County Beach Advisory Committee, City of Beverly Hills Recreation and Park Commission, and Beverly Hills Planning Commission where he served two terms as both Chair and Vice Chair.
